Default DGIV Cargo Bay Model: Cant open

So, I downloaded the DGIV cargo bay SDK, which includes a .3DS of the cargo model. I"m using blender, and I cant open it. Any idea's on how to open it/another modeling program? I'm not attached to blender, so anything free will do
