I think the question could be simplified and summarized as: "Is it possible to use SimCity to create a town and find a way to export it into a base file that can be read by Orbiter?"

Finally decided it was time to make Pioneer One into a VesselBuilder vessel so I could finally use my interplanetary spaceship. Here it is docked to the CSS in a test scenario to test the crew docking port.

Well, I'm no expert on contact points, so I don't know if I'll be much help. But, Orbiter was not made with ground vehicles in mind. Vessels are designed to use three contact points for the "wheels", which have to be set up in a specific order. #1 for the front gear, #2 for the left gear, and #3...
They are just two very thin cubes placed in a cross. So like 24 tris total (or 12 polys). And, it could be reduced by half if they were replaced by four planes instead.
