On another note, I found some really good surface textures and heightmaps for Hyperion while browsing Deviantart. If there's anyone here who'd be willing to put them to use, then by all means do so.
I think I might have found something that might allow me to convert old-style planetary textures to the quadtree format, specifically texconv.exe, which can be found in this forum post. This is what I get when I use Command Prompt:

By the way, here are some improved versions of the tiles for Andor and Weytahn, created using the original LunarCell presets. I tried using Command Prompt in the manner you described in this post, but all I get is a list of functions and options. Either I'm missing a step, or this technique only...
Unfortunately, it seems that when I tried to create the tiles for Andor, the results ended up being completely warped. (Possibly because I made the mistake of starting at level 7 and then moving down from there?)

On the other hand, when I tried to install Windows Terminal, I got a message saying that something on my computer had blocked the installation process, and therefore I have no way to access Texpack. Linked below are the unpacked surface tiles for Andor.
Does anyone here know how to create new elevation tiles entirely from scratch? I assume it begins with a greyscale bitmap, but I don't know enough about the procedure to say for certain.

Does anyone know how to get Texpack to work? Whenever I try to open it, it just blinks and then disappears. Is this a file location issue?
By the way, I've only just upgraded to Orbiter 2016, so I'm fairly new to this sort of thing.
