Yes, that's a very good idea. Something like CKAN for KSP. That being said, I still feel sound should be included with the base package. dbeachy1's suggestion with XR2Sound 2.0 is a good one.
I agree that it is difficult to quantify what is essential and what's not. I feel like sound is probably the one thing most of us can agree on is pretty essential. But I can understand the issue regarding licensing.
Suggestion from a pure user perspective:
It can be pretty difficult to recommend Orbiter to newbies when a lot of the essential addons (Orbiter Sound, InterplanetaryMFD, SpaceX addons) are not included in the base package.
Maybe, once the developers are able to update the addons to Orbiter...
I doubt it. The kerbal team seems more interested in just focusing on Kerbal. I messaged the KSP subreddit for permission to post about Orbiter being open source and they told me to basically to kick rocks.
Definitely not a dumb question, as an off-plane intercept would have a significant dV penalty. I did check and I was a little off-plane for that scenario. I now have the dV down to about 2737 m/s.

That solves the mystery then. Looking at the ini files, the values for empty mass and fuel mass are for the 5m DCSS.
EmptyMass=3488.125
FuelMass=27220.000
Thrust=111010.000
BurnTime=1125.000
ignite_delay=10.000
NASA documents also list this (empty mass ~4,000 kg, fuel mass ~27,000 kg)...
SLS does - specifically, the ICPS is unable to reach the necessary dV for a TLI.
The Burn Time parameter is the one that is publicly available for the RL-10 and ICPS. This number should be valid.
