Nothing has changed in the official release to the 2016 version, no.
It is still developing, though, now probably more than in a long time, since it has recently been open sourced, like removing the old DX7 client, moving the simulator to a 64 bit architecture, and making it multi-platform friendly. It'll be some time yet until these developments bear fruit, though.

The addon development scene for 2016 is still alive and well. Addons are now hosted here; Orbithangar is now defunct.
