So what is happening Ive done it 2 or 3 times from the LOI day saved Apollo 11 LOI scenario that is included with my latest build which is the last released according to build results thread

get through the checklist and hit proceed and burn kicks off perfectly holding right on the line no issues about 3 or 4 minutes into the burn oscillations start happening with the CMC trying to keep attitude with just TVC and possibly RCS jets however about within 2 minutes they get wildly out of control with the CMC overcorrecting one direction then having to correct the other way as you can imagine this starts small and ends with the CSM LM stack doing quite wild loops under SPS power

I was trying to upload the scn file but I do not know how to trim these down to meet the size requirements

I've had oscillations at the end of LOI-1 when the CSM gets lighter but never anything that severe. The LM/CSM weights are loaded into Verb 48 correctly off of the PAD?

Yes Ive followed the checklist down to the wire The only thing I can come up with after digging the forums a little bit more last night is that something got messed up with time warp
There was a while back this happened to someone doing TEI and it was traced back to time skipping I would need to do some looking if access to that information is still available but I read the thread and it came down to timeskip had messed up the emem values just enough to mess up how the computer did its thing.

Try to limit your time warp to no more than 10x.
There is an option under "extra" that puts a hard limit to time warp while flying NASSP.

Are you using Orbiter 2016? NASSP 8 is developed with the Orbiter Beta in mind right now and docked DPS and SPS burns are one thing that are a problem in Orbiter 2016. However, for the SPS it is "fixable". We used to use some modified DAP settings for the CMC. In the Orbiter Beta we can use the same parameters the as real Apollo 11 mission used, in Orbiter 2010 and 2016 we couldn't yet.

So for anyone having problems with LOI-1 (or any longer SPS burn) using Orbiter 2016, here is a short Virtual AGC procedure to go back to the numbers we used before. Procedure is only valid for Apollo 10 to 13:

V25 N01E (change three numbers in the AGC memory)
3016E
17433E
4510E
333E

V05 N01E (display the parameters to see if they were changed properly)
3016E

Verify the DSKY displays:
R1: 17433
R2: 04510
R3: 00333

This procedure is the same as changing these numbers in the launch scenario:

Change

CMPAD3016 37065
CMPAD3017 2245
CMPAD3020 156

to

CMPAD3016 17433
CMPAD3017 4510
CMPAD3020 333

or in a non-launch scenario the same, except it's EMEM3016 etc. instead of CMPAD3016 there. (Careful, there is EMEM sections for both CSM and LM in the scenarios. You just want to change the CSM).
