A draft version of Senator Nelson's "NASA Compromise" bill has been released! (PDF, 192.9 KB).


Houston Chronicle: "Nelson's NASA "compromise" emerges. It undoes much of the President's space vision".
According to Nelson, among the major changes in the Senate legislation:

• The bill basically extends shuttle for another year and keeps much of the Kennedy and Johnson Space Center shuttle workforces in place.

• It moves the project to design a heavy-lift vehicle (needed to get significant mass beyond low-Earth orbit) ahead, with an eye toward manned flights much earlier than 2025, as proposed by the President.

• It provides the money for operating the International Space Station through 2020.

• It provides almost as much for commercial space ventures as the President's proposal: an average of $1 billion a year over the next six years versus the President's $1.2 billion a year over five years.

Space News: "A Third Way Commentary"

I am not convinced by the authors argument for cost-plus contracting in regards to commercial crew. It's very hard for me to accept that after 50 years of making human spacecraft we can't build a simple capsule for ISS without unforseen cost increases. Plus the 3 major rockets being considered are basicaly already developed (by the time crew contracts are awarded F9 should be well understood).

Yeahh Yeahh Yeahh Yeahh Yeahh, the Senate have unanimously approved the "NASA Compromise" bill!!! We now have at least one extra Shuttle flight (STS-135), and development of a government-owned heavy-lift launcher plus crew transportation spacecraft by 2016!!! The bill still maintains the development and funding of the Commercial Orbital Transportation Services (COTS) program for the ISS!!!

What a bad day for NASA. I hope Nelson will enjoy his victory as long as he can, because I will remind happily anybody in the future that Nelson wanted it that way.

This creepy guy had never ever done anything good for US spaceflight. His only qualification is farting into the same seat in a commission for years now. And this bill isn't doing anything good, too.

They have to get that VASMIR to the ISS. It's probably the most important point, we need this kind of engine.
