Problem Runway Lights Not Appearing

Hi, I'm making a base with a runway on Titan. However, no runway lights are appearing, even though they are appearing at other bases in the same install and scenario.

There are no PAPI or approach lights. I am using Orbiter 2016 with D3D9.

Here is the config lines for the lights;

RUNWAYLIGHTS
END1 2370 0 -2820
END2 153 0 1020
PAPI 4.0 1.0 150
WIDTH 50
END

Okay, I've found that the lights on Titan are only not appearing when they are in the specific config file of the Titan base. If I move a different base to Titan, the lights show up.

Must be something to do with the config file

Could the lights be under the terrain?

Just to be sure: Are you looking at them at night?
Runway markers are turned off during daytime, but
PAPI and VASI indicators are always active.
...It takes a while for a place on Titan to see the sun again (15.945 days if I'm not mixing things up)

Yep, at night. It's definitely something to do with the .config. Should be able to figure it out in the next hour or so
