Problem Texpack.exe not working

I can't get texpack.exe to run (Orb24), the initial error was a missing zlib.dll, which I found and copied from the Orbiter root folder, but now it terminates immediately after execution (on Win10), the same thing with the Orb16 version (except strangely no missing zlib.dll?). I can run other command line exe like plsplit64/pltex without problems?

Just to note Orbiter24 ships with pltex. exe (which is for Orb2010), the Dev doc mentions plsplit64.exe but it's not to be found in the Utils folder, but it does ship with Orbiter2016!

And does anyone know what the EXTRACT.EXE in Orbiter2016/Utils does? It doesn't unpack .tex files as far as I can tell?

I can only note that I used the "texpack" tool from Orbiter 2016 successfully in Windows 10 console.

Thanks, I tried again with different compatibility modes but no luck. I'm probably missing some runtimes, but I don't even get an error message to go on.
