I literaly don't know where to begin! The only information I can find is for editing existing Elev tiles, starting from scratch I can only presume begins with a greyscale bitmap... Follow the steps I provided, if you get stuck I'd be happy to "walk-you-through". It's quite easy to use and I'm sure you have a few planets to do so makes sense to have it in your own hands.
On the other hand, when I tried to install Windows Terminal, I got a message saying that something on my computer had blocked the installation process, and therefore I have no way to access Texpack. Linked below are the unpacked surface tiles for Andor.Nope, was hoping you'd give it a go.

You defineately do not have to install anything. It's part of Windows, for me it's under Start/Windows-system. Or do a Windows search for Command line console.

Starting at 7 and working down sounds ok. Did you replace the source file with one half the size each time? I think that might have been the problem, as I input -180° and then 180°.Did you input -180° and then 90°?

I tried Andor with masks and clouds. The mask (lights/water) tiles look correct but I don't see any effect (had to invert the _lmask though?).
Clouds work, mostly, they're a bit jumpy and sometimes turn black at the horizon? Looks like shadows but from the surface they look ok?
Also tweaked the Andor.cfg (attached as .txt file), added fog/haze, but couldn't fix the mask/cloud layers.

I've redone Weytahn, the source image is only good for L6, doubled once up to L7, I don't think you'll see any difference (I must have done L7 twice?).
At this resolution level Elev. tiles won't be noticable at ground altitude, it's probably better just to make high res. Elevmod tiles for the bases only (this is a little complicated but seems to be well documented, I think you can use Tileedit or Tilesplitter for that).

By the way, here are some improved versions of the tiles for Andor and Weytahn, created using the original LunarCell presets. I tried using Command Prompt in the manner you described in this post, but all I get is a list of functions and options. Either I'm missing a step, or this technique only works on certain systems.Well it's a start!
