Delta Cannon is intended for force accelerating and null-length takeoff (shooting) of vessels DeltaGlider and DeltaGlider-III class (only). Recommended add-ons: "Deltaglider-III" by Dan Steph (see at orbiter.dansteph.com).
To fix the incompatibility with Orbiter-2006 please install Space Research Center spaceports over the Delta Cannon.
