Something like our venerable ShipEdit, but where you could breakdown the mass distribution of your vessel into components, and give the utility for each of these components a vector, in local vessel coordinates, that would define the center of mass of the component.
An accurate PMI definition is essential to have vessels that behave in a somewhat realistic fashion (and Orbiter is 'equipped' to do that).
