With my usual Deepstar procedures, 180 degree rotation takes about twenty minutes to half an hour or more. With something much larger than that, and with such a structure, it must be even longer. Happily there's no rush for such a behemoth to rotate (there are hours to months to years between manoeuvres). If it were given the angular acceleration many Orbiter ships have it would surely tear itself apart.
