Question DDS conversion

Hello everyone. I'm quite a newbie so forgive the stupidity of questions. I saw that textures are pretty much all .DDS files
I've found a converter from DDS to JPG but apparently the easiest way to produce a DDS is Gimp+Plugin.
Do you know if there's an easy command line converter just to make some very basic texture replacing thing?

treeman uses texconv.exe to convert DDS to PNG, manipulate them, then convert PNG back to DDS. However, this version of texconv.exe does not work on XP, as it seems.
 
Paint.net its free software does everything you need with out converting it to anything before hand

Quite a lot of stuff there, its the "DXTBmp" program, bottom row, third from right.

8/16/24/32 bit and DXT Extended Bitmap Manipulation for FS2000, FS2002, FS2004, FSX, CFS2 and CFS3
Also supports DDS and many other game texture formats

I've used it for converting BMP to DDS, and making transparency maps. Also for making type 1 or 3 type DDS where needed.
