Question I can't import config files in scenario editor

I have download scenario editor and i have unziped the files. I have set an orbiter path. But i have a problem when i want to import config files. I can "start importing config files” but when i click on the button "import" my computer says "error of execution 13" and "incompatible type " and then it closes the programm. What can I do ?
