I am trying to make a collision mesh for the DG. The wheels are placed at the touchdown point such that the rim touches the ground. The front wheel in the mesh does not seem to be at the front TDP but instead about a meter behind it along the Z-axis.

Yes.

The front touchdown point is at X=10 meters from the center, and the wheel is at around 8.5 meters from the center.

The physical touchdown points don't need to be defined at the same place as visual touchdown points (at least until next Orbiter beta).

In orbit
The next Orbiter beta will use a convex "collision hull" instead of touchdown points to determine if a vessel is on the ground.
