Here's something that might make for a fairly straightforward creation.

In Tom Clancy's 1994 novel 'Debt of Honor' the Japanese H-II launch vehicle is not completely Japanese designed vehicle as it is in the real world. Rather it is a combination of two Japanese designed SRBs (Presumably identical as those that flew on the real H-II.) with a core stage that is a straight copy of the Russian SS-19 'Stiletto' (Actual name UR-100N) ICBM. The Japanese version makes use of up-to-date (1990s) metallurgy & electronics meaning that the launch vehicle weight has been reduced by 1,200kg and tweaking the fuel gives a further 17% improvement in performance over the original Russian version.

After a very careful re-reading of the book, I've located the estimated payload as being 5 metric tonnes into a low Earth orbit without SRBs.
