Hi i would like to know could it be possible within a decade to launch a mercury-7 sized capsule to the ISS using a Minotaur rocket or a peacekeeper rocket?

Most of the early space programs used ICBM's for manned spaceflight.

I think it would be possible with Minuteman V

I think he means Minotaur V:

Already been done, it was called Project Mercury.

To be entirely fair, Mercury never went to the ISS (erm... obviously it was impossible because they launched into the wrong inclination ), and used Redstone and Atlas rockets.

Sure it may be possible mass wise, but could a human handle the flight environment? I hear that the acceleration on modern ICBMs is rather strenuous.

Ideally 0 to 6000 m/s in less than 120 seconds. That is a bit excessive.
