Never read that acronym before in the Apollo context... My guess is that mnvr means "manoeuver" ?

Maneuvering to the sighting attitude is an item in the flight plan. The attitude would be supplied by mission control. It is mostly a flight plan item, because it can save you RCS propellant if you do an attitude maneuver directly to the sighting attitude. The program used for the sightings, Program 23, can also calculate that attitude and maneuver the spacecraft to it, but it won't give you the desired attitude in 3-axis. So you would have to adjust the attitude in roll again which costs RCS and time.

In NASSP this attitude isn't directly calculated for you (yet). So I would suggest to simply point the spacecraft roughly at the Earth and then later let P23 do the rest. It's not really critical to have the exact attitude for the sightings at that time.
