When I try to create an image with those dimensions it says "You are trying to create and image with a size of 18.6 GB. An image of the chosen size will use more memory than what is configured as "Maximum Image Size" in the Preferences dialog (currently 128.0 MB)."

Edit: 8 GB!!! I'm sure the level 11 Earth texture I downloaded was nowhere near that big!
8 GB uncompressed, like Windows bitmap. Orbiter textures use lossy DXT compression method, hence they are much smaller, and additionally Earth isn't covered with those level 11 textures globally, but only lands use them.
No, you don't. You can make a bunch of smaller textures (for example 8192x8192) as appropriate parts of the planet, create Orbiter textures from them, and then merge to a single texture file (also with pltex).
