Hardware Unstable fps in windowed mode

I'm using Orbiter 2006p1 on win xp sp2 with ATI radeon 9600xt. Windowed mode with window resolution 1152*864, Hardware T&L.

So I launch my savegame where I rotating near the moon. Game starts with 8fps or 140fps. I've discovered that if I move the orbiter window around the Windows Desktop FPS changes RAPIDLY! (in High-Left corner - 140fps, in centre and in Low-Right corner - 8-13fps). WTF? In fullscreen mode it works fine and fps is 140.

I've find the cause of the problem. It was Reinlendar (desktop calendar). When orbiter window is on top of it fps drops to 6fps.

Workaround: turnoff Rainlendar or simply open another window behind Orbiter.
