I could suggest Paint.NET as free alternative for layered image editing. Some people would also suggest Gimp, but I have bad experiences with using this.

I've been learning GIMP with some success, but I am curious what difficulties you have been having since I haven't learned enough that I couldn't change to Paint if that turns out to be a better program. Tx!
