Good Universities with MS Program in Astrodynamics?

I am a aerospace graduate, and i am looking for working in field of astrodynamics for higher education preferably in US. But the problem is I am not able to find good universities offering the course. Most of the universities that I mailed replied that the students opting for space programs are very less so the applications are on a large scale rejected.
With these response it is hard to find good universities in the field. Can any one help with me with that in case I missed out a few.

Also how much is the GPA considered while reviewing the application. Most universities say they require 3.0 out of 4. I have a cummulative GPA of 2.4 but my final project was in the field of astrodynamics plus my individual grade on the subject was also good. So is there a chance of getting into good universities with lower grades.
Also i do not have publication.
