There is a way to use the HOTAS Cougar (or any joystick) and the rudder pedal in the Orbiter. For this I use PPjoy and PPjoy joy. After install the virtual joystick, you must run PPjoy joy, and only mapping the axis joysticks.

The buttons are assigned in the settings of the joystick and do not need extra effort when setting up in the joy joy. After this ability to use several joysticks in Orbiter.

At the time when trying to Fly-By-Wire, I've had some problems. It's just another way how to get to work a few joysticks together.
