I would take any seat offered.

on the Shuttle / Soyuz is safest augment

Out of 132 shuttle flights their have been a 801 seats used on launch and the loss of 2 shuttles and 14 crew, thats 1.72% chance of failure per seat.

Out of 104 Soyuz flights (plus 2 still in flight) thats 268 seats and the loss of 2 crews (Soyuz 1 and Soyuz 11) 4 crew members, thats 1.49% chance of failure per seat.

So not much difference in failure rates, this is based on crew survival not mission success other wise their would be one more shuttle (STS-83) and 7 Soyuz missions(Soyuz 10, Soyuz 15, Soyuz 18a, Soyuz 23, Soyuz 25, Soyuz 33 and Soyuz T-10-1 the pad abort) added to the list.

Come to your own conclusion on which is safer.
