Some good news on that front: ObiterSound does work in the newer beta releases (including the new public 080910), just not in the previous public version (080516).
The difference is that Martin wrote the Orbiter core, but DanSteph wrote OrbiterSound. If Martin were to add OrbiterSound into the core he would then need to maintain it as well, since all code in the Orbiter core is Martin's responsibility. That would also require Martin to have access to the OrbiterSound source code, which is owned by DanSteph. DanSteph wrote it, and so it is DanSteph's code. And like Pete said, "OrbiterSound already exists and works, so why mess with it?"
Also I think a microkernel approach is better for Orbiter. It would just better if more parts of Orbiters physics engine would allow it to plug add-on modules in.
