EDIT: I figured it out. See the addition at the bottom.
I was looking forward to having a base at Olympus that wasn't so bland, but after extracting this archive to my Orbiter directory (while ensuring that the directory hierarchy was preserved), I don't see any change. I followed the directions in the Readme.txt which stated:

In order for this addon to work you MUST add the following
to your list of generic textures in Orbiter/config/base.cfg:

The base is still just a bunch of white buildings.
I'm running Orbiter 2010 P1 (Build August 30, 2010) w/ D3D9Client R5.
Regarding the previous post, I already have satdish2.msh ... presumably from the Titan Base I installed some time ago. Also, I downloaded the New Olympus Mons mesh textures file and copied olympus.dds to my Textures directory. With that file in place, my Olympus base does not appear any different than the default.
I'm not sure how to diagnose this problem.
EDIT: This archive puts Olympus.cfg in Orbiter\Config instead of Orbiter\Config\Mars\Base. My guess is that the directory structure has changed since this add-on was first released. So to get this to work, go to Orbiter\Config and move Olympus.cfg to Orbiter\Config\Mars\Base. (Rename your old Olympus.cfg to something like Olympus_default.cfg if you want to keep it as a back up.)
Can the author update the archive and fix this problem as well as the one the other person mentioned?

EDIT 2: The surface tile that comes with this archive looks awful in Orbiter 2010 ... in my humble opinion. It doesn't blend with the Mars texture AT ALL, so you have this extremely ugly looking square. (See image below.)
To get around this, I loaded the Orbiter\Config\Mars\Base\Olympus.cfg file into a text editor, scrolled to the bottom, and commented out the last 3 lines, like this:
