To settle this debate once and for all, here's a package I want you to try out. It's essentially an max FPS test, using D3D9Client R12 on Orbiter 2010 P1 (August 30 2010).
Just extract the contents and run both scenarios and once the scenario has been started, press "F" and note down your max FPS in
True Full Screen (no alt-tab) and with V-sync disabled (check box checked). This has just the orbiter, nothing else set up with a simple standard config file, so there's no VC, no RMS, OBSS or Ku band antenna present, just the basic orbiter mesh/textures.
