The Angara A5 can lift 24.5 tons to a 200km orbit according to this page.

I thought it was being phased out due to the fuel it uses or something? Maybe thinking of a different rocket. I'd read they want to use up all their converted ICBM that use UDMH for environmental reasons. That's (at least) one of the things that phased out the Cyclone.
