Empire Deluxe: Naval Tactics Questions

Okay, so I purchased Empire Deluxe: Internet Edition the other day, and I am very happy with it. However, if anyone else plays it, I have what I hope are some interesting tactical problems involving sea power:

Now, I've already figured out that if I want to make a CVBG, the ideal configuration would look much like this:

This completely covers the surface threat ring (three tiles out, since this is the max speed of an enemy destroyer), so that no ship can reach my carrier and attack it without being detected. Aircraft are still a problem, but I don't figure there is very much I can do about those in Empire, since they are so fast, and my planes cannot sit over my ships to protect them from airstrikes.

Anyway, what if, instead, we have a PhibGroup that needs to cross open waters to reach it's beach head? This is a problem, because the threat ring becomes bigger. With eight ships, we could still cover the entire surface threat ring, and some of the air threat ring.

The problem is that eight ships take a looooong time to build:( I'm not impatient, but while I am waiting on all those escorts to be built, other enemies are out rampaging over my islands, and I want to be able to take the fight to their territory as soon as possible, to get them off my back.

There is obviously no way to completely surround the transports with six ships or less, and these groups have no organic air cover like the carrier groups do.

So what would my fellow Empire players suggest?
