That's one of the interesting, though sometimes irritating, things about the Enhanced Fujita scale, that no matter how strong the winds, the final rating depends on the actual damage done. Meaning a storm that was F-5 on the Fujuta scale, could theoretically be rated as an EF-0 on the new scale if it didn't hit anything that would show much damage.
