And just for the giggles:
At the same time Germany can't even introduce an UAV surveillance aircraft into their Luftwaffe. Not because the politicians are against it and the military would probably like it, too.
No, the problem is that the RQ-4 can't fly because it breaks [ame="http://en.wikipedia.org/wiki/ICAO"]ICAO[/ame] rules and so it can't fly in ICAO airspace without getting certified first (for €500-600 million).

So if Germany would be the main antagonist in sci-fi movies it would be over before you can even start eating your popcorn.

Actually, the certification problem is caused not by the Germans, but by the USA... the technology in the drone is supposed to be kept secret, while ICOA certification would require engineers to see many critical software and hardware components for declaring it suitable.

But the bad German problem is: The program was started with much enthusiasm, and lots of money had been spent, before somebody read the certification rules.
