It's a coordinate system change; the VGO values are in the shuttle orbiter body-frame coordinate system, while the DV targets are in the LVLH frame.

I don't know about the validity of that statement. I have both the Shuttle Fleet v4.2.0 and SSU latest beta installed with no issues to either one.SSU 1.25 is not compatable with the Fleet. You should use them in two different Orbiter folders.
Well, he do have STS Expansion Pack installed and that will not play nice with SSU as it overwrites the original Earth.cfg which will render the SSU scenarios null and void.I'm just trying to save him alot of aggravation. []
