If you have the outer planets add-on installed, you should also have many small bases on the moons of the outer planets. A refueling station at the Earth-Sun-L2 would be cool to have... well, maybe somebody adds it.

PS: Nobody stops you from adding new bases, you just need a text editor or the Surface Base Wizard and some time. It is not rocket science.

There's also computerex' "bases of the solar system" which adds at least one base on every body... even on the surface of Jupiter, Saturn, Uranus and Neptune...
