General Question Texture Editor

I can't for the life in me find a texture editor. Nothing in the utility file in Orbiter works and I can't find a photo editor that can read texture files.

What texture files ? If you mean the ".dds" files many programs should open them fine, Paint.NET does, and I think GIMP does with a plugin

You can convert .tex files to bitmaps to edit them, by using for example TuneYourPlanet program, which is included in either [ame="http://www.orbithangar.com/searchid.php?ID=4115"]Moon - Cleaned and remastered Level 9[/ame] or [ame="http://www.orbithangar.com/searchid.php?ID=4108"]Zorblug's Moon - Level 9 - v0.3[/ame]. But this will only allow edit level 1 to 8 of the textures.

Is there any other ones because I have tried that and it has been taking more then 3 days to complete it and its at a resolution of 1.
Have you typed texture levels separated by space, or by enter?
Pltex will lock if you use enter instead of space, and you need to Ctrl-C to break and close the program.

I texbuild will not open and the image attached is the build from pltex and I press enter to go to the next step
This is what I was talking about pltex. You need to provide resolution parameters separated with space, and not with enter, like:

>> Resolution range (1..8) [min max]: 1 8


Texbuild is command line application, so it needs to be run with parameters. If you run it without them, the window will only open, print a message and close (assuming you double clicked on it). Try to run it from "cmd" command prompt.

I opened it through cmd and it just opened and closed.
And the message it printed, but you couldn't notice it, since the window just closed, before you could start reading the message, was saying:
Must specify an image file!
Please read README.txt that is included in the folder of Texbuild for its usage.

Hello,

orb has written that with the most texture programms it is only possible to get the level 1 to 8 textures out of the *.tex files. With the plTex Decompiler I also get level 9, but no more.

But this will only allow edit level 1 to 8 of the textures.

Is there any way to get level 10 and level 11 out of the moon texture?
