So, now we have a few rules to follow before and during rocket lift-off. Have a look at how Head Traffic Police Corps of Police Department of Hainan Province control their traffic during the launch of CZ-5 tomorrow.

Date:31/10/16

In order to ensure safety and smoothness of traffic in roads of the Hainan Province during the launch of CZ-5, the Hainan Province Head Traffic Police Corps decided to impose traffic control on roads surrounding the WenChang Launch Complex and roads leading to WenChang. The traffic police division reminds the public that due to heavy traffic returning from the launch site after rocket launch, to avoid traffic jam, please be compassionate and follow the instructions given by the traffic police, arrive at the launch site in advance (bring forward your planned departure time) and avoid returning immediately after rocket lift-off (return earlier or return late after lift-off.)

The traffic control will start at 6p.m. on 2/11/16 and will end depending on the actual road traffic condition on the day of launch.

The main roads that are involved in the traffic control include WenChang City Tour Rd., WenDong Line, WuDong Line, Long Tower Diamond Avenue, QiShui Bay Avenue, ZiWei Rd., North-South Rainbow Rd., Wen City YinBin (Tourist-Welcoming) Rd., WenDong Rd., Yin Bay Rd., WenChang Avenue, WenQing Avenue, Aerospace(HangTian) Avenue, QingLan Bridge. In case of emergency, the traffic control department will impose temporary traffic control on other involved WenChang city area roads, HaiWen Highway, S201 Highway, S205 Highway, G223 Highway and other roads leading to WenChang.

The restrictions are as follow:

Lorries carrying cargoes 5 tonnes and above and lorries transporting flammable, explosive and hazardous items MUST NOT use WenChang City Tour Rd., WenDong rd., and surrounding roads starting from 6p.m. on 2/11/16.

Cars without passing permit (or simply put, without pass) MUST NOT enter WenChang City Tour Rd., WuDong Line, and WenDong line on 3p.m. on 3/11/16.

All cars and people MUST NOT enter and use WenChang City Tour Rd., WenDong line, and WuDong line starting from 5p.m. on 3/11/16.

The traffic police reminds the public not to park your cars on WenChang and WenQing Avenue, Aerospace Avenue, Tour Rd., WenDong line, WuDong line, and roads in Long Tower under traffic control, refrain from overtaking cars and driving in opposite lane/direction on roads. Pedestrians should walk near the road side and NOT walking or standing in the motorcycle lane.

Also, as a warm reminder, to prevent traffic jam due to heavy traffic returning from the launch site after rocket launch, the traffic control department will make further arrangement and modification or partial traffic control depending on the actual traffic condition as follows:

For cars travelling from Long Tower area to Wen City, DO NOT use the Tour Rd., please bypass it by using the WenDong line, i.e. Long Tower-WenJiao-DongGe-Wen City route.

For cars returning from the car parks at the aerospace city to wen City, please use the following route: Aerospace city-Tour Rd.-QingLan Bridge-Bin Bay Rd.-WenDong Rd.-YinBin Rd.-HaiWen Highway.

Cars in the Wen City city area MUST stay at their respective place after rocket launch and are only allowed to leave 90 minutes later (after rocket launch).

Partial traffic control will be imposed in HaiWen Highway, depending on the actual road traffic condition. it is recommended to use the LinWenJia Line, i.e. Wen City-TanNiu-DaZhiBo-ShanJiang-LinShan-HaiKou.

Dear drivers, please be self-aware of the traffic rules and follow them, strictly follow the traffic signboards and park with reference to parking signboards and abide by the rules and instructions given by the traffic polices on duty. One should also plan his/her trip to and from the launch site wisely. Should one encounter traffic control, please be patient and NOT overtake cars or occupy roads sections, such as emergency lane, illegally. The traffic control department would like to apologize sincerely for any inconvenience caused by the traffic control.

Also, here is a notice about the prohibited items and illegal activities that should not be done during the CZ-5 launch period by Hainan Province People's Government:

The Hainan Province Government posted a notice (Ref. No.: [2016]102) on 31/10/16. To ensure a safe and smooth launch of CZ-5, in accordance with <People's Republic of China's Basic Aviation Rules>(The National Council, Central Military Commission Order No.509), the Hainan Province government decided to tighten its control on air corridors during CZ-5 rocket launch.

From 8a.m. on 2/11/16 to 12a.m. on 3/11/16, all sports-, entertainment-, and advertisement-based flying/aviation activities MUST be stopped in Hainan's air corridors. All hanging banners and items are not allowed in the corridors. Small and mid size aircraft must be handled with extreme care as the rules are strictly practised.

All control and monitoring departments of the Hainan province government, including police department, meteorological department, Customs department, Civil Aviation department, Industrial and commerce department, text editing department should play their roles such as monitoring conditions by educating and monitoring the public about the dos and don'ts before, during and after rocket launch.. Those who fail to follow the rules mentioned will be punished.

A notice on the control and monitoring of hazardous items shipping and transport was issued by the Hainan Province Police department on 28/10/16. It was stated that from 8a.m. 1/11/16 to 8a.m. 4/11/16, all hazardous and explosive items should not be shipped or transported to the Hainan Province through Highways of surrounding cities such as HaiKou, WenChang, DingAn and QiongHai Districts' administrative areas.

Prohibited items include guns, weapons, armors, gunpowder, explosive, toxic and radioactive items.

The weapons, armors and gunpowder are the ones listed in the Weapon Control Act, explosive items such as firecrackers, military and industrial weapons for scientific research are the ones listed in the Civil Explosive Items Safety Control Act and the Firecrackers and Fireworks Safety Control Act, toxic items are the ones listed in the Hazardous Chemicals Safety Control Act while radioactive items are the ones listed in the Radioactive Isotopes and Radiation Devices Protection Act.

For special case which requires transport of hazardous and explosive items, they should be sent to the district police department for inspection before reporting to the province police department. Only the following items are considered:

1. Hazardous items in need by the local communities or during rocket launch.
2. Hazardous items used to support rescue missions in case it occurs.
3. Items needed due to requirement of national political, military and foreign affairs.

Those who bring in prohibited items without inspection will face legal actions under the Safety Control Act, Weapons Control Act, Civil Explosive Items Safety Control Act, Firecrackers and Fireworks Safety Control Act, Hazardous Chemicals Safety Control Act and other relevant acts.

For items that passed inspection, security personnel should monitor the shipping and transport of the hazardous items to ensure safety protection jobs are done well.

The picture shown above is the launch site and its safety launch radius of 2.5 km (blue circle) for the previous CZ-7 launch and the current 3.3 km (yellow circle) safety launch radius for CZ-5 respectively. Long Tower town residents have established medical support team, patrol team and ground support team. They will help all other residents living within 3.3 km from the launch site to be evacuated. 6 small villagers, amounting to 1028 villagers are involved in the evacuation. 2 temporary evacuation point, namely Long Tower City Badminton Court and QiShui Bay Land Plot No.66 are set up for the evacuation purpose.

The small map to the right shows the launch site, WenChang's (the 2 Chinese characters) position in Hainan Island.

Just for clarification: According to chinaspaceflight.com, the launch time is 18:00 China Time. So, the launch time would be 6p.m. in Chinese time tomorrow (3/11/16). However, most space flight news website haven't updated their respective launch time.
