No. I think you just unzip the files. The textures go in the Earth/surf/folder

So I made a tile for level 17 tile in 2024 and works great. copied that same tile to level 17 in 2026. And I see the default tile. If I zoom out I see it. So do I need to make a new tile for 2016? what level?

Yes, if your Orbiter 2016 uses high Earth textures, then you have to make tiles of levels 18 and 19 to see your custom tiles at close distance.

I need to make a father distance one in 2024. use I would use a lower level in 2024, right?

Terrain Tool Kit displays names of tiles you need to do.

So for 2016 for closer tiles use LVL 19, right. but get the tile name from 2024 lvl 19? Terrain tool kit does not run in 2016.

Yes, exactly. Tile names are identical both in 2016 and 2024.

In your case it's not even necessary to use Terrain Tool Kit to get tile names.

You have a tile of level 17:
17/002800/004526

You can just double its size, and then cut into 4 tiles of level 18 with names:

18/002800*2/004526*2
18/002800*2/004526*2+1
18/002800*2+1/004526*2
18/002800*2+1/004526*2+1

After you should do the same with every tile of level 18 to get tiles of level 19.
