New version released. Now manipulator compatible with vessels which can shift it's COG (like Atlantis or CVEL based vessels)

I think you cannot. But you can attach it to an object which stays on the ground like a control tower or something similar. Though this object must be a vessel declared in the scenario file.

So, in other words, it's possible to attach them to, say, a Prelude II base.

Is there a way that I can get this without the installer, XP won't let me run it, not an administrator.

URMS in action on Prelude II Base

As I mentioned earlier, you can attach to a Prelude II since it is configured as a vessel.

If you can get past installer issues, here's what I was able to do on a Prelude II Base to demonstrate. (You could actually place it anywhere on the base. At the hangar made the most sense to me....)
